Genuine Letter Before Claim

I'm currently being hounded by NPE debt collectors for an alleged PCN from a few years back. Never received a windscreen or posted PCN and nor did my partner but that's a story to save for my defence, if it gets that far.
I've received an interesting and I presume fake LBC from NPE, complete with 30 day time to reply, financial questionnaire and reply form, however it says to NOT contact them and instructing I make a payment to and for all contact to go through Credit Investigation Services. This seems a bit strange, how can I submit my reply if the letter says not to contact them? I'm presuming the LBC is from CIS, using NPE headed paper?
Can anyone shed some light? I have already sent a SAR to NPE (and CIS) but have not replied officially to the LBC.
Any advice appreciated.

[FONT=Times New Roman, serif] Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Are we talking about Northern parking enforcement ???
A LBC is normally issued by a legal instructed by the PPC and certainly not to pay another party such as CIS
Take no notice of the scary title of Credit Investigation Services,
it is meaningless as with every other debt collector who get involved in the parking scam.
NPE are using something they cannot execute but it's a game you might enjoy to play.
Have they added a fake charge ... like £600 -
National Parking Enforcement (formerly Norfolk Parking Enforcement). A very dodgy and under hand fella by all accounts. I've got a sound defence if it gets that far; no actual pcn issued (that I've seen evidence of), non compliant NTK, virtually no signage in the car park (and even less when ticket was allegedly issued), non compliant with IPC code (for what it's worth). Oh, and yes he of course added a little £60 on top for good measure.
I thought the LBC was all a little suspect, but thought I'd ask the experts in here as it did include the right proforma. Cleverly deceptive little scamps aren't they! Haha. They might as well drive around in a little mondeo with blue battenberg and P0L1CE written on the side!0 -

Also I finally saw there "evidence". A photo of my car with a white piece of paper loosely tucked under the windscreen. Ghost ticketing much! They have of course cancelled the PCN.

It seems so. It also explains why they ignored previous requests to provide the photos and any other evidence.0
