If someone has only foreign tv, e.g. German. Can still need TV Licence?
TV Licence says: yes, you still need. But when I ask TV Licence, I already pay for this TV in Germany, so why I should pay twice?
And what license does the TV license to charge for TV from another country?
Nobody answered me but said: You have to pay!
So what is it, do I have to pay or not?

Yes twice. I already pay for licence in Germany and what you say I should pay in UK.
I am not a lawyer, and I do not understand the provisions of this law very much, but there is nothing about licence for any program being received live either by terrestrial or satellite transmission by someone in the UK whether it is from China/America/ Timbuktu or Germany.
Only about licence issue by BBC.0 -

http://www.legislation.gov.uk/ukpga/2003/21/section/363A television receiver must not be installed or used unless the installation and use of the receiver is authorised by a licence under this Part.
If you don't have a licence, it isn't "authorised by a licence."
And pay particular note to it not stating that it needs to be watching a channel from the BBC, ITV, or from Germany.0 -

If you are watching TV as it is broadcast in the UK, or using the BBC iPlayer then you need a licence.
