I've read the Newbies section and can't find anything that may help.
I think I've messed up and hope the situation is retrievable
PCN received from Civil Enforcement ltd for overstaying 44 mins after the 1st hour which is free.
Before finding these forums, I wrote back, the following:
From my recollection, any signs I would have expected to see, common to many other car parks managed by private operators, was/were not visible to me.
The only sign I recall seeing was on the gantry at the entry point to the car park which stated that parking was free for 1 hour. If anything else is there then it is not positioned correctly and not clear.
As, according to your PCN, I exceeded my free stay by 44 minutes, I think it is reasonable that I offer some form of 'fair' compensation plus a token amount to cover the administration costs of producing and posting your request to me. In this light, I enclose a cheque for £10 which I hope you accept as a full and final settlement of a parking charge. I would be surprised if this amount does not exceed the fee I would have payed, multiple times.
On the basis that all contracts should, from a legal perspective, be reasonable, fair and beneficial to both parties, I believe that my offer clearly reflects a fair position as you will have incurred no loss.
Should you not find my action acceptable, I request that you return the cheque to me and initiate court proceedings which I will defend.

What happened when you asked the retail park or Store Manager to cancel it?

Coupon-mad - it was a shopping car park about 20 miles from me. I wasn't there.
My son was the naughty boy. I offered to handle it for him based a my experience with another parking company 8 years ago.

I didn't appeal formally but simply wrote to them (body of my letter in Italics in my post) . I didn't get a POPLA code. My cheque was returned with an unsigned letter asking me to pay the full £60.
Should we just pay it?0 -

I refuse to tell anyone to pay up or not , they should decide that for themselves
if you come here for advice , we say appeal and fight (plus complain to the retailer or landowner) , not just give in and pay the sc@mmers

Ok I understand. However, I was wondering if having written the initial letter, I would be wasting my time. If it is worth it, I will go to the NEWBIES section again, digest the info on appeals and proceed.
I don't want to hand over £60 to crooks if I can avoid it.

That doesn't change the first advice I gave, which is NOT to pay and NOT to try POPLA (yet - the code lasts 30+ days) but to simply complain to the retail store manager. clearly customers are going to leave and boycott this place of they get fined and sued for shopping and not being able to read the sparse, high signs among all the Christmas/sale adverts, colourful banners and hoardings.
There is nothing naughty about driving a car to a retail park. The only mistake was, you and your family have not realised you can cover your rear numberplate (quite legal on private land) when you leave past the exit camera.
You do NOT have to hand over your data to these firms. there is no law about it and no contractual term forcing you to. This is not what to say to the Store manager of course!
Just advice for the future because these PPCs are a blight on British motorists and shops.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
