That really depends on what type of website you want.
If you want something simple and basic, go for something like a Wix site. If you want something with more of a learning curve, but means you have much greater control (themes, plugins etc), then go for Wordpress.0 -

There is no straightforward answer to this. It depends on your technical ability and what you intend to do with your site.
For most people, a Wordpress site is going to be the easiest way to proceed. You can make a great looking site with no coding knowledge just by installing plugins to give you the functionality you need.
I've just gone with a company called BlueHost who got good reviews and overed competitively prices packages. Because I wanted to test the waters before committing long term ,I've just paid £70 for one year worth of hosting including the domain name. I could have got 3 years for £180 but if the site doesn't take off, I can bail out. If it does take off then I'll be able to afford the extra costs (these prices do go up when you renew).

They have some pretty cheap hosting, it was the cheapest I could find at the time for £3.99 a month with no tie in, just pay month-to-month. It's on UK hosting and I use the Plesk option but there are few options (cPanel, Wordpress), depending on what you prefer, and the support has been good when I've needed it to be fair.
As others suggested if you just want a free website you could use Wix or Squarespace, Weebly, GoDaddy or if you have a Google domains account you can even create a free basic site on there, but you tend to get what you pay for with free sites but depends what features you need.0 -
It all depends on the type of website you are wanting and the functional specification/technical requirements.
