That's an entirely different argument. A decade (or century or millenium) is a man-made concept, whereas a year is a natural phenomenon. A decade can start whenever you want it to, but the OP's 17th year started on his 16th birthday

The reason you are aged 17 for all of your 18th year is because your first year of life is year zero.
The reason the decade starts in 2021 (and the millennium in 2001) is that there was no year zero in whatever we call the numbering system now we can't just say AD and BC for fear of offending people's Religious Beliefs, so the first year of the decade, century or millenium is year 1, 11, 101, 1001, 2001 etc. (Unless we accept that the very first decade, century & millenium was only 9, 99 or 999 years long.)I want to go back to The Olden Days, when every single thing that I can think of was better.....

The 1990s started in 1990.
There was a first century.
There was no 0000s decade as that time only lasted 9 years.0 -

I passed my test in 1991 when I was 18. I then didn't drive again for at least another 1 1/2 years. I didn't have my own car for that time, but I got a hand-me-down from my brother in 1993 and just slipped straight back into driving.
I don't see the problem in needing refresher lessons, if that's what they feel they need, but getting the whole passing your test thing out of the way before other things potentially get in the way is good.0
