New Windows Issue - What are my rights?

I hope that someone could offer guidance on an ongoing issue with windows that were installed early last year. I have had a few requests for the installer to come out and fix some issues over the last six months. But almost all the windows are still draughty around the frames and seals.
The cost was over £10k does the consumer rights act still cover services cover building work at that amount?

Was there not a Fensa (or similar) 10 year guarantee offered with the installation?If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
