Help with query please

Hello I was looking for some advice. I parked a motor vehicle in a car park run by northern parking services on swainson street, Hartlepool. I paid a fee to the hotel to a hotel to park in a designated bay but they are in high demand as very few. I came back after a few hours away and parked in a normal bay and paid at the machine and input the car registration. A space then became available at the hotel section and parked accordingly. I’ve now returned to Scotland and been issued a charge from northern parking services staying I never paid but I don’t have the ticket from the machine anymore. My question is really can English parking invoices be enforced in Scotland and if so how is best to proceed.

Any advice would be greatly received

the laws recently changed with regard to Scotland , due to your new transport bill

if it went to court you would have to defend your case, possibly in the scottish courts using the sheriffs and your simple procedures system for small claims

NPS are not going to cancel, so a landowner cancellation is your best option (it always is , regardless of which part of the countery is involved)

in future , KEEP your paid for tickets for say 6 months , just in case

NPS would have to issue any claim via the Northampton CCBC (England and Wales only), and as soon as your Scotland address was noted, the CCBC should 'pull' the claim and send it back to NPS as being out of jurisdiction.

I'd relax and only come back on this thread if anything untoward/unexpected happens - that doesn't include silly debt collector letters which can safely be ignored as they are totally without any standing - about which, nothing to concern yourself.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
