I would be interested to know what you ended up choosing. I’m in a similar predicament but my flat does not retain heat all that well. I also have 2000w panel heaters which I think have been the major cause of high electric bills.0

Your situation as an Owner Occupier (paying the electricity bills) seems to differ significantly from that of the OP who has a Buy To Let (not paying the electricity bills but would be responsible for gas safety inspections should gas be installed).
Confusion will result because there's no One Size Fits All solution.0
