I did not want to start another thread and did post on someone else's thread but I don't think it has been flagged up. Unfortunately have not found anything I can use on the newbies thread either for such case.
I am in possession of FINAL REMINDER (Jan 2020) for £115 for parking charges at Newbury Retail Park, Ilford for exceeding maximum stay period. I am unsure if the date of the parking charge issue and the date of "offence" is the same?
On the letter it states there was a prompt payment discount amount of £60 ( on the initial letter Nov 2019) and then a reminder notice asking for £100 ( on letter sent Dec 2019).
I am a little baffled as it is the first time I am seeing the parking charge notice. I have even gone through the letters I have to check in case I missed anything but there is nothing there. This is the first correspondence I have received.
What are my next steps?
I was not the driver of the vehicle (though I am aware who was). I do not think the driver will deny paying the parking charge notice, however £115 seems far too excessive. There is nothing regarding grounds of appeal on the letter in my possession, only payment methods.
Any advice and help is greatly appreciated. Thank you for reading.

There is no such firm as 'Premier Parking' (there are 3 firms using part/all of those words) so please clarify. If it's Premier Park, then email Gemma Dorans at the BPA to complain about not being sent a first Notice to Keeper or PCN to appeal.
She is as fair as the BPA let her be, and her email is all over the forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have read so much on appeals regarding parking charges on the forum - is the general consensus to appeal and get the ticket cancelled? I have always paid mine but now it seems a little foolish as the amount charged is usually very outrages for a few extra minutes at the car park!0 -

Of course you should appeal. These are scams and nobody should ever pay a scammer unless a judge says so.
Have you complained to your MP yet about this unregulated scam?

No-one should 'just pay' a private parking ticket. On this forum I've been here more than a decade and on pepipoo too, and I can count on one hand in all that time, the private PCNs where I thought the driver was more at fault than the PPC. Yes dear Fruitcake. Always... There has been a few times when I have gone back to the store and complained but they have always told me that car park is an independent company and nothing to do with them. And as I am aware the 'fine' keeps going up, I usually just pay and move on. Clearly I have been doing it wrong all this time. Maybe I will try the appeal this time around but I am more worried about having to pay £115 in case they refuse to take it down back to £60.0

I am actually very shocked with what I am reading today... In fact I don't know anybody who has had a successful appeal and has not paid them. I will be certainly sharing the word.0

PLEASE STOP TRYING TO 'GET IT BACK' TO £60. It is zero with our advice.
People who ask in store for 'help' often get knocked back by landowners and people who appeal to a PPC with the story of what happened are of course going to get knocked back.
We know what we are doing and it's not a quick enquiry to whoever is at reception or a CS desk of a shop, expecting them to cancel it.
And it is certainly not appealing as driver telling a PPC moneygrabbing firm all about what happened and thinking they are a normal company with 'customer service'...!
I feel you need to read the Hansard records and watch the video of the Reading of the Parking CoP Bill in 2018/2019. It will open your eyes to hear the language used by MPs about this industry. Here is on such debate during its unfettered run through Parliament where MPs were unanimous in damning the entire industry:
