I'm helping my mum out with her finances since my father passed in November and she does a Self Assessment because she receives an American SS pension from the time she lived there....she no longer works, gets a UK SP, the american pension, and several Occ pensions.

How do I do this on her behalf? Previously Dad did this....

I have a government gateway account.

Do you mean 'you' have one or you have access to your mother's account?

If she doesn't have one she will need to request one.

    I have one.

Getting her to create one could be difficult, she isn't very IT savvy.

Surely you could help her do that? Having said that if your father used to do hers on line for her she already has an account.

If you have not already done so now would also be a good time to Getz LPAs in place.

As posted above, get financial LPA.

Also organise a Gov account for her. I believe when you complete the SA in her account it provides the opportunity to confirm the SA is being undertaken by a 3rd party. I've never selected this so I do not know if there are other requirements by confirming this, i.e. qualifications etc.

You can act as her Agent, the same way an Accountant would do for a client. She will need to complete a form of authority - Form 64-8 and you file this with the HMRC.

Then you open another HMRC account for yourself as an Agent.

An LPA is in place but not active.

Is the processing of the 64-8 quick?

I'm guessing she is going to miss the 31 Jan deadline now.

She only mentioned this today and I've never done SA before.

No the 64-8 form of authority is unlikely to be actioned by the end of January.

The quickest way forward is for your Mother to open a Personal Tax Acc. She will need a UTR number. This should be on a copy of her last tax return. I assume she has a copy. Looking at it will also help you to complete the 2018/19 tax return.

Can you not have your Mother sit with you while you open a Personal Tax account on her behalf?

I am not clear why the LPA is not registered given the circumstances. The 31 January deadline is not important because she was recently widowed so a reasonable excuse claim can be made later. What kind of US visa did she have when she lived in the States?

Assuming she has an account simply log in and help her complete it and then submit it.

Most sections will be already completed or N/A so shouldn't take too long assuming you can get log in details.
