Replacement boiler for highrise

Do you know of a company that will replace boiler in a high-rise flat? EON have said no due to it being on the balcony and new regulation on combustible flute, it's such a shame as they had a 2 year interest free option. If you know of a company that can help it would be truly appreciated.
