...is it cheaper to just get the windows supplied and then fitted by a local joined?

By the time you've paid for a visit from Building Control to sign off on the job, probably as cheap to pay someone to do the fitting - Get someone that can self certify the work. They will also dispose of the waste and provide a guarantee on the windows & installation.

Would I need building control to sign off on a certified joiner to fit them? (If I can get them cheaply supplied)

...is it cheaper to just get the windows supplied and then fitted by a local joined? Both company’s (local, not big national as advised) who are coming out to qoute are asking if I’m looking for a supply or supply and fitted qoute.

Personally, whoever you use, I'd go with supply and fit from same person/company.

Otherwise, if anything goes wrong later, you run the risk that the fitter says it's a problem with the windows you gave him, and the supplier says it's the fitter's fault.

If the installer is FENSA or CERTASS registered and can self certify, then no need for you to involve BC - The fitter will do all the paperwork.
