Toilet cistern Inlet valve Spraying (like a fountain) could it be the black round rubber Diaphragm ?

When opening the cistern lid from the toilet, the inlet valve is spraying like a fountain, and is spraying outwards, onto the tiles onto the wall.
It must get out of the thin clear line, where the tank lid sits on the cistern. (the line being the air between the lid and the cistern).
If the inlet valve, where the water comes out of is spraying the water like a fountain, could a possible problem be that the black round diaphragm needs changing?
It only leaks when it is flushed.
By leaking I mean sprays like a fountain, out of the cistern, onto the floor. That is where the floor leak is coming from.
but the main question is, could it be a symptom of a bad black rubber diaphragm, which needs to have a new one inserted in?

If the diaphragm is leaking, the cistern would be continuously filling and excess water coming out of the overflow. What you describe sounds more like a crack in the fill mechanism. Or if there is a flimsy bit of plastic tubing from the fill valve, it may well have split.

Quiet, adjustable, and no messing around with icky little bits of tubing. Downside is it is a tight fit in my cistern..Her courage will change the world.

Check the diaphram format as it would be th cheapest fix.
But as they have said it might something else.0
