CCTV PCN from Hounslow Council based on Contravention 38L

Options
I thought the distribution of seasonal greeting cards is over but had one yesterday, proudly delivered by Royal Mail. It’s from Hounslow Council, stating that I owe them £130 for "alleged contravention 38L: Failing to comply with a sign indicating that vehicular traffic must pass to the specified side of the sign". To prove that they are not evil, are kindly giving me a ''generous'' offer to pay ''half price'' within 14 days.
As far as I remember, this is about one very small traffic island splitting the road. I even can't remember the reason for passing on the wrong side as it was very early in the morning and very dark. Have some vague memories of an object on the road, perhaps empty wine bottle or similar. At this time of the night, there are no vehicles either way, so passing the island on the other side would had been a natural choice.

Any sensible ideas what would be the best next step?

Two details immediately took my attention:

1. The charge of £130 seems to be high for such contravention.
2. The ‘’discounted’’ period is only 14 days. Someone somewhere mentioned that CCTV thickets should be accompanied with 21 discounted fine period.

Any ideas are highly appreciated.

Thanks

    Any ideas

    Yep, just the one:

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering) and post a new thread; here's your link:

    http://forums.pepipoo.com/index.php?act=SF&s=&f=30

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

PePiPoo has an excellent success record in dealing with council tickets.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
