Opodo credit card scam - is this legal?

I spent the festive season in NYC and was supposed to return to London on December 30. A couple of hours before I was due to set off for the airport I had a panic attack that rendered me unable to fly. That night, I bought a new flight for a couple of days later (I needed a bit of time to recover). The flight was with Norwegian but booked via Opodo. Initially the website said the flight would cost £425 and some pennies but when I clicked confirm, the website gave me a message to call a customer services number. When I called the number I got through to a representative who said they could sell me the same flight with the same baggage allowance for £430 - she didn’t mention why it was more expensive but since it was only a £5 increase, I decided not to quibble - I was at this point quite keen to have a solid plan to get back to London, after the trauma of the panic attack. We agreed the price of £430 once more and the woman asked for my credit card details. I gave them to her. She processed the payment and then immediately informed me that I had been charged just over £600 instead of the agreed £430. I raised the issue with the person on the telephone at the time and they said I’d be refunded within 24 hours. The refund still has not arrived. I am sure it is illegal to quote somebody a price and then charge more than the quoted price once they’ve given over the credit card details but I have no idea how to go about getting somebody at Opodo to respond to me. So far I have have raised a complaint with them via their twitter DM service. I have also submitted a subject access request to see if I can get hold of the audio from the telephone conversations between me and the person who served me. Has anybody else has an experience like this? Do you have any advice for how I can get Opodo give me a refund (at least of the difference between the two flight costs)? Maybe there’s some regulation I don’t know about? Please help!

Inform your credit card provider.
Salient points: you telephoned them; agreed a new price of £430; and on that basis provided your credit card details.0
