    What signal? If the Bulgar saw you behind him, he would be entitled to think you were indicating that you were stationary and obstructing traffic.

    For these purposes, "fault" is basically "who's out of pocket". That's the most important thing to insurers - did they have to pay out because of having your business?

    Talk to your insurer - they may well give you some latitude on repaying your excess. It's unfortunate if you're currently too short to cover it, but you did choose that level of excess when buying the policy.
    They mentioned long delays with it being international.
    That's their problem.

    No, because they won't pay. You're covered by insurance.

    You need to claim from your insurance - and, yes, it'll be at-fault until they sort it through the international insurance channels.

    Or you need to just swallow the damage and live with it. They really are your only choices, short of tracing the Bulgarian insurer and claiming directly from them - and that's assuming they play ball. Even if the driver is traced, there's a chance that they'll claim you cut them up, and unless one of you has witnesses or dashcam evidence, it's simply he-said-she-said.
