How does insurance claiming work?

Few weeks ago a driver reversed into me when they were parking.. We agreed no claims need to made as minor damage and they agreed to pay for repairs if i can get a quote and share. I got a quote of £350 to repair my bumper fully. But the individual stopped responding and then went ahead and submitted a claim to say i drove into them :mad: and submitted an injury claim. My insurance said since I cannot prove they reversed into me since they have rear end damage i am at fault. :mad::mad: Nothing I could do to prove my innocence.
I still have a damaged bumper, and since I have a fully comp insurance, I called my insurance to say i want to claim on my policy to get this damage fixed.
Prior to this accident i had 4 years NCB.
The insurance representitive said If they insurance fix this damage i will be left with 0 NCB. They said i lost 2 years NCB for the claim made by third party and if i proceed for my insurance to fix my damage i will be left with 0 NCB. But what i am not understanding is this damage was caused as a result of the third party claim on my insurance and since they already deducted my 2 years ncb why can they not fix the damage under the 3rd party claim rather than creating a new claim?

Have you asked the insurance company that question?

my excess is £150 hence why i wanna claim because i can pay £150 and get damage fixed + a courtesy car rather than paying £3500 -
I think they're getting confused, and thinking there's been two incidents, not just one.
Cool now theres few people saying the same thing as i thought it gives me more confidence to argue my case. Will be on the phone with them tomorrow to see what they say.
I was very anxious to argue on the phone as i feared they maybe right0
