BT Premium phone with call blocking problems

Wondering whether anyone can help.
We purchased this phone last June; it has 2 handsets, and both have suddenly stopped working.
Have checked everything is correctly plugged in where it should be, checked batteries, which seem to be fully charged. Phoned Plusnet (using mobile) and they confirmed our landline is alright. They can send an engineer, and would charge if the problem is within our own equipment.
We don't have a spare phone to check whether handsets faulty, and our broadband is working, which confirms our line is OK.
There is a noise on the line, and we are unable to dial out or receive calls.
Does anyone have any ideas or other things we could try?

Get a cheap, corded phone from Argos or similar - shouldn't cost more than about £5. That way you can test your line (quiet line test, which must be done by plugging the phone into the test socket behind the master socket front plate) - if there's any noise then report it to Plusnet .. do not mention broadband when reporting the line noise.
If you can't even run the quiet line test with the new phone then there's a serious line fault - probably one of the wires has come loose somewhere between your property and the exchange.0 -

DoaM We are hoping to borrow an old corded phone from a relation to check whether that works. Otherwise will buy a cheap model and test, as you suggest.

As a test you could try plugging the base unit into the Test socket? If it still doesn't work then it's either the phone unit of the external wiring ... if it does work then you have an internal wiring issue (e.g. a faulty faceplate or filter device).
Internal issue = yours to resolve
External issue = Plusnet's/Openreach's to resolve.0 -
Thanks Doam, yesterday when we phoned Plusnet, they also suggested plugging the base unit into the Test socket to test. Unfortunately it didn't make a difference, neither handset would work.
It looks like we will have to wait until we can get another phone to see what happens.

UPDATE
The BT engineer called today, and repaired a split in the outside line. The phones are now working alright.
