Really? I know that this is the case if money laundering is suspected, but does it really also apply in cases of fraud? Under what legislation?

I'm not saying that you're wrong (I can't, because it's outside my area of expertise), but this doesn't sound right. I'd be interested to know the relevant legislation.
You are correct to query this. SARs are not used to report fraud and the NCA would not be interested.

This is from the NCA website:

"SARs are not crime or fraud reports, if someone wishes to report a crime or a fraud they should contact either their local police service on 101 or Action Fraud on 0300 123 2040."

Ben8282 - 1) I have 12 bank a/c's spread across 5 banking organisations, none of which are connected to this bank. I do all my banking on-line & don't want to muddy the waters by explaining (or justifying) why this one has never had on-line access, & isn't going to at this point in time.

It was a text from the bank that alerted me to "a regular payment set up". I don't know for sure whether it was done on-line, phone or in branch. I only know that after I queried it, fraud dept told me they would disable on-line access. I pointed out they were disabling something that had not been enabled in the first place but they wouldn't explain further.

3/4) Final call to fraud dept (to ask yet again why I wasn't getting any feedback whatsoever, though those here have explained that pretty well for me now). He had a conversation with a colleague & THAT is when I was told first payment was faster payment not S/O as I'd been told numerous times before.

He went on to say it was not showing at all on the account, not there going out or back in! Subsequently, the bank has given me an early statement covering the date.

Fraud dept have an 0800 number. It is difficult to get anywhere with the basic call centre number without setting up 'phone access, but fraud dept handle potential fraudulent activity for ALL their customers, not just those choosing an internet or 'phone option.

I agree totally with your last paragraph, that's my point, theft by S/O is just ridiculous. (But less so by faster payment.)
Seen it all, done it all, can't remember most of it.
