We moved into a rented property for years ago and it all seemed a bit off but we fell in love with the area and the house especially because of the conditions I lived in before. The landlord told us that he was in the process of putting central heating in as he had removed the old electric heaters but we had a few oil radiators to use in the mean time. We never received a tenancy agreement or a receipt for the deposit but never thought anything of it. The first year he dug a trench and had the pipes and gas box put on the house and then nothing. Due to the condition of the house which we weren’t aware of when we moved in the house ha become hell. The windows and doors have no double glazing as the seals have all gone, the kitchen roof is leaking so there is major damage to the kitchen and the stairs have rotted so they are dangerous to use. The only means of hot water is a shower as the taps can only be heated by the back burner so unless the fire is on the kettle has to be boiled. The house is freezing and I am disabled so suffer greatly. Should the LL have to install the central heating? And shouldn’t we have legal paperwork? We have tried moving but due to pets we can’t find anywhere affordable and have had no support from the council.

    'told you'? Anything in writing?
    Do you still have the oil rads?

    We never received a tenancy agreement or a receipt for the deposit but never thought anything of it.
    Any evidence you've paid? Bank transfer? Cheque?
    Has the deposit ben registered (see link below)

    Have you written formally to the LL, at the address provided, listing the defects? (see link below)

    Should the LL have to install the central heating?
    If it was an agreed part of the contract (verbal or written), then yes. But ch is not a legal requirement so long as there is some form of heating.

    And shouldn’t we have legal paperwork?
    There's no requirement for a written tenancy agreement. Verbal is fine.
    Deposit must be protected though, and PI provided (se below).

    Moving seems the best option. Otherwise you'll have to follow the process to get the property improved. Writing is step one. Ultimately, Environmental Health. See link.
