No, that's the power light, that means it's working.

Unless it's the secondary red light, which comes on when the other red light fails.

Even if it does, it doesn't give you a green light to just drive through a red light.

I'm not seeing the bit in (a) that says "Unless there's a red light on the box at the side of the road, when all bets are off."
