Credit file search confusion

Last week applied for a personal contract hire car via a internet broker. The finance company were ADL.
3+35 (£340)
This came back as declined with the usual no reason given.
I currently have a 2 year PCH (not PCP) with VW financial service which I’ve had since March 2018 and that is ending in March 2020. No missed payments etc. The new PCH would be replacing this one due to end in March
ADL use Experian, I checked my report and see no missed payments, I’m on the ER etc nothing negative.
I then checked my search history, I have no hard searches. ADL did a soft search: ‘quotation- unsecured personal loan quotation’. By this it says amount £20375, term 36 months
I’m confused to this amount. Because on my current lease with VWFS it showed on my credit report at £7360 (£320x23) and went down by £320 a month until now it shows £640.
Surely it should be 35x£340 = £11900 ?
Im grateful they didn’t do a hard search but the figure makes no sense. Maybe someone input it wrong ? Any ideas?
