free cavity wall insulation from private company

A few months ago a company knocked on our door called Alba Insulation Ltd, and gave my husband a pamphlet about cavity wall insulation. They asked him if we were on any benefits, so we could get it for free. My husband explained we were not entitled to anything at all, they asked specifically about child benefit, which we weren't entitled to then, but we are now.
I have been reading about the ECO scheme, but the MSE page just mentions the big energy companies that provide it, and makes no reference to smaller private companies.
I've checked the criteria for the three energy companies MSE mention, but we don't qualify (as they have income limits on child benefit).
Are private companies able to provide free insulation under the government scheme?
Or is this all a scam?!

Although it is usually the big companies that advertise CWI, they subcontract it to smaller companies, for example Dyson Energy. Alba Insulation have been trading since 2008 so I would say they are a reputable company0
