In which case, follow the advice given and stop worrying. Contact the electoral services at the council and contact the council tax department.
I appreciate your replies, thanks. My only concern at this moment in time is will putting myself on the electoral register raise any council tax issues? I assume not as the 2 are totally unconnected?0 -

I assume not as the 2 are totally unconnected?I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

Both flats should have their own CT band. The care home will also have its own CT band. You are responsible for paying the CT on the flat you occupy and it can be backdated to the day you took occupation or became entitled to occupy.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Registering on the ER is separate from council tax.
I would suggest the simplest way of doing this would be when the care home get their annual form just have your name added along with the names of the other residents as from what you have written you do not appear to have a separate address.
Do you have your own front (or external) door or do you access your home via the care home front door?

quite the opposite - I want to register on the electoral register so I can build up a credit score! I lived at home with my parents for many years and this is the first time I have lived alone.
Be hard pressed to find a lender who will use the credit score.
Just a hint but your credit history might be what lenders etc use.0 -

this is the whole reason why i want to get on the electoral role, so in time i can be able to build up a credit score. Right now, because i am not on the electoral role, lenders and credit card companies etc etc cant find me, so i basically dont exist.0 -

many thanks for your reply. The entrance to my flat is within the care home, my flat is on the very top floor. I enter the care home through the front door, then I have to walk through the care home to gain access to my flat.0 -
