Show us the contract if you have time. Upload it to a web hosting site then post the URL here, but change https to hxxps. Someone here will change it back to a live link.

The things to look for are, who is the contract between. Is it between the landowner and scammers or an agent of the landowner and scammers. IF the latter then there must be another contract showing the agent has the authority to act for the landowner.
Check the dates when the contract was signed, how long it runs for, and if it auto renews.
In addition, there should be two signatures from each party, or a director and witness from each party.

Have you established who the landowner is?

Here is the link to the PPC's "land owner agreement":

    hxxps://drive.google.com/file/d/1sFZixbTTt1KsjXTVdVBv8CKtAlTgBRKG/view?usp=sharing

There are two signatures and no witness signatures.

The "land owner agreement" is dated from 2013 and has an auto-renewal clause. It signed with "ON BEHALF OF DEFENCE SYSTEMS LTD", so this may be an agent?

I am unsure of how to establish who the current land owner is? How could I go about finding this information.

    Thanks

I've run a quick search on google and found that the land in question (big shopping centre) was sold in 2016.

The "land owner agreement" document flashed by the scammers is dated 3 years prior to the sale of the shopping centre, so is dated 2013.

I am going to ask for an updated land owner agreement, as the land ownership of the shopping centre has changed hands in 2016.

Are you saying ParkWatch showed POPLA a contract with a company that is likely not the be the owner at the time of the parking event?

As per post #4 above, you only have TODAY to make comments if the POPLA email came to you last Tuesday.

I believe so. However, I am unsure if the land owner agreement is passed down to the new owners.

ParkWatch produced a “customer license agreement” dated in 2013 between Defence Systems Ltd and Standard Life Investment Ltd

Standard Life Investment Ltd were the previous owners of the land (One Stop Shopping Centre in Birmingham)

Standard Life Investment Ltd sold One Stop Shopping Centre to Europa Capital & Sovereign Centros in 2016, according to this:

    hxxps://birminghammail.co.uk/news/business/birmingham-shopping-centre-sold-70m-12347711

I mentioned this point against ParkWatch's comments in the POPLA appeal process, along with other points such as unclear signs and breach of BPA code of practice.

The refutable comments were submitted in the nick-of-time. Around an hour before the deadline of seven days elapsed.

I appreciate everyone’s helpful replies, especially at such short notice.

I’ll update you guys as soon as I find out the outcome of the POPLA appeal.
