Old Accounts

I went to the Halifax Bank yesterday to find that they had closed one of my old accounts and taken the money, I'm out raged but don't know what I can do.
The amount of money here is irrellevant (£29.51), it is the fact that they think that corporate theft is acceptable.
This all came about because whilst moving house I found the bank book which relates to a previous relationship at a prior address.
Obviously I should be critised for not updating my address, but this simply wasn't a priority at the time of great upheaval in my life. That said should nt we be able to trust such organisations as banks to safeguard our money and not dip into it whenever they decide it is ok to do so.
The counter clerk said that the Bank had written to me at the old address to tell me of a policy change that meant all accounts under £50 would be charged £2.50 p.a. to service the account. Theft outright theft in my opinion.
If this is the case then why can you open an account with one pound, not very consistent eh!
I'd be very interested to hear of any similar situations and of course anything we can do collectively to rectify the position.
