Before Christmas I parked in Dunnes Stores car park in Coleraine Northern Ireland. I was slightly over my ticket time by about 30mins. There was a Parking Charge notice on my windscreen. I had my handicapped daughter’s blue badge on display and she was with me. I read through various threads here and they said to ignore it. Which I did 😊. But now I have received a letter from Debt Recovery Plus for £130 saying if I don’t pay by 21Jan they “will recommend to our client that they take legal action against you”. Do I have to pay up?

Post 4 of the NEWBIES explains why it is safe to ignore debt collcetors.
Post 1 of the NEWBIES explains why a PCN should be ignored in NI, but not in other parts of the UK. A vehicle keeper cannot be held liable in NI, only the driver.
The best way to ensure the PPC never finds out the identity of the driver is to ignore the PPC completely unless they try court in NI, which is very unlikely.
What happened when you complained to the landowner, especially as a breach of the Equality Act 2010 may have occurred. I don't know about NI, but in England and Wales the blue badge scheme does not apply on private land, but the EA 2010 does.
