UKPC debt collectors letter but no appeal letter!

Hello,
I received a parking charge (£60 if paid early) letter in October 2019 for overstaying at Crown Point shopping centre, Leeds. In the letter it stated that I had gone over the 3 hours maximum free parking time by 33 minutes. I was completely unaware of this. I had gone in at least 12/26 shops they have here. I was browsing for a new car seat for my then 10 month old baby, speaking to customer assistants and looking at various other things. Also, my baby was unwell and I had to stop at least twice to breastfeed and change her in shops then in my car.
After receiving the first letter, I appealed the charge as I didn't find it fair that I was sent the charge that stated I could of extended the 3 hours through an i-permit offered online or in larger shops such as Mothercare. In all the time I have visited Crown Point, at no point have I heard of these? I gave receipts proving the time scale and stated the 33 extra minutes was me changing and feeding her in the car before leaving. I was upset that I had been sent this but thought the appeal would let them know I was genuine.The appeal said it would take up to 35 days.
I received nothing since then until this week. I was sent a debt recovery letter stating the charge was now £160 and to be paid in 14 days. I am confused and worried as I've had no correspondence since.
Please can someone advise my next step as this is a lot of money. There is no number or email to actually speak to someone about this!!

Ignore the debt collectors
If you appealed at the time ukpc should have issued a rejection plus popla code
If they didn't , complain in writing to the BPA with a brief timeline and proof of appealing , plus copies of all paperwork (especially the 35 days reply)
Do not phone anyone , talking to people son help you at all0 -
Complain to the BPA and DVLA about the lack of response to your appeal. They will rob you off but at least it sets your stall out.
Check your junk folder in case they did email something to you first.0 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Crown Point shopping centre will cancel it. This is easy and should have been tried first.
Tell them that nowhere are Mums with babies, or disabled people, told that they can extend their stay and this is unacceptable. Tell them not to tell you to appeal the charge as you already have ad got nowhere.
You must have a POPLA code in the UKPC rejection letter, but ignored it?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
