Unfortunately Jeremy Kyle and his all important lie detector test seem to have lost their shine recently.

With so very little information it would be difficult to say... there is certain protection afforded under ATOL or they may well have been able to claim off of their travel insurance.

Who is he saying refunded him?

Does it matter to you whether he is telling lies or not? Do you have a vested interest in the answer?
You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride

If it was Flights only that he booked then it is possible that a chargeback was actioned and they may have got the value of the return flight back.

But there is a rub here.
If the administrators look in to the chargeback and compare data to the repatriation flights. It is possible that they receive a bill for the flights or the money is reclaimed back from his card.
