Taxi Driver Received Parking Fine APCOA

Hi,
Father received a PCN for parking on double yellow lines/hatched area by APCOA. Vehicle was actually stationary, ignition on, at the gates of a private car park there were no double yellow lines or a hatch area where it was. The gates were closed as this was late night.
As a taxi vehicle no one else can drive it. Please can you help advise if the route for appeal is similar to those in the newbie sticky thread.

Yes it is exactly as per the NEWBIES thread and tell him NOT to choose ''I was the driver'' in the menu of choices in the appeals page!
Such an easy one to win as long as he never says who was driving.

If this land is covered by Railway bye-laws different rules may apply. This is explained in the stickies. Under no circumstances tell the scammer who was driving.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I've been reading the newbie thread and its slightly overwhelming. is it just the blue template I copy, but wait until the notice to keeper arrives to appeal online?
Ticket was issued at Proctor Way which is in close proximity to Luton Airport.
Shall I keep this thread going from start to finish? as I would love to show you how far your help has got us.0 -
If his PCN arrived in the post , it's the NTK , so copy and paste the blue text template after choosing keeper (not driver) , no need to wait
However , if a windscreen ticket was issued , then do the above 26 days after the incident , meaning wait for 25 days before appealing with the blue text template
Apcoa will reject the appeal , so do not expect a cancellation , it won't happen
Then come back to this thread regarding the popla appeal once he receives a popla code, don't start a new thread0 -
Make sure it is Father that appeals as his name is on the NtK. Don't be tempted (on his behalf) to add or alter anything on the blue standard appeal.0
