It is illegal in the UK to charge an arrangement fee for a Simple Product. If the loan is contingent on a payment from you then it's a scam and a breach of FCA regulations.

As an aside, when you say, little loans, what exactly do you mean? If it's this website then avoid like the plague.

Nothing wrong with the idea, there's other ways of doing it and the £600 loan isn't 1 of them.
