You're looking at around a month to actually close an account, based on the typical working times of most councils and you've got xmas in the middle.

When the account is closed you'll received a final demand notice showing the adjustment - until that point at the earliest they cannot issue a refund. If you've not received a demand notice yet then it's not been closed (or it's not been sent on to the new address) and there'll be no refund even started processing.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
  • On sort of the other side of the coin, I live in a small new development and a few people have complained that it took so long (about 2-3 months) for the council to raise their CT bills the monthly payments now needed are quite high.

It's not been that long, although they should be honest with their answers and not keep saying 'in a week or two'.

This always makes me laugh. There is no complaint to be had. The council tax is the same amount, just the period to pay is shorter. All they had to do is get a rough estimate and put £100 or so aside a Month to cover the bills going forward.

Not having a bill and spending all your money instead of putting it aside for a bill you will know is due, then complaining the instalments are now too high!

Was yours Carlisle City Council by chance? That's who I'm waiting on! They last said "a week or two" one week ago, so next week I can chase again...

No, it was the LA covering our previous address in Berkshire. They were very nice whenever we rang them to be fair, and did sort it out eventually but they had a backlog and it did take a while.
