Are AS Parking / Alliance Parking Legal?

Someone please help me.
I parked in Cornwall for a few days before Christmas but due to an issue with the Parkonomy website it assigned the payment to my previous vehicle registration even though I made several attempts to update it.
I contacted Parkomony to let them know and they said I should contact AS Parking
I did this via email (there was no contact number) and I had no response.
When I came to collect my car, I had a PCN on my windscreen.
I appealed as directed on the PCN and my appeal was rejected by a company called Alliance Parking..
I've tried contacting Parkonomy (no use) and A S Parking (wont take responsibility) and Alliance Parking (told me appeal was final an non negotiable).
I've looked into AS Parking and Alliance Parking and they have the same address and company director. When I looked on Google Maps it pointed to the middle of a Newquay Road.
The whole thing sounds very dodgy. Anyone had a similar issue or can point me in the direction where I can get the PCN rescinded and to complain/report them to stop them doing this to other visitors to Cornwall?

Yes they are legal0

There is a Facebook group for that area and the local MP was interested , as were the county council I believe
Check the IPC AOS list and the BPA AOS list for memberships
Nothing will get the PCN rescinded , short of a landowner cancellation or a judge finding in your favour
