    Its still not complaint. It hasn't specified what contravention has occurred just that a contravention has occured.

    Not a lot of mileage in arguing no keeper liability. You need to look at other possibilities - signage, landowner authority, landowner contract .....

    No. It simply means DO NOT include stuff that POPLA will disagree with. You have a fully complaint P/Eye NTK as most people do, so it is pointless attacking it.

    The point of appealing to POPLA (assuming you have already completely exhausted the very easy route of getting the landowner to cancel it, before POPLA is even tried) is to try to use winning points.

    Some people only have 'unclear signage' and 'no landowner authority' to use against P/Eye, and some still win.

    But pretty much everyone can get a P/Eye PCN cancelled by the landowner if they exhausted that route first knowing that their POPLA code will last 33 days (NOT 28 only!).

    Has the 'easy route' to cancellation failed...but, have you escalated it and tried complaining again to another staff member or Manager?

    So much better than taking your chances with POPLA!
