It is usually down to the commercial relationship between the seller and the provider/underwriter and/or lender. In a minority of cases, the insurer or lender held the distribution liability. Often this was the case with the larger retailers. However, with smaller retailers, it was an off the shelf product where the insurer was not involved at all apart from product supply.
