Commercial property with land purchase

I’ve ruled out building on the land. The surveyor thinks the strip could be owned by local authority.
The indemnity covers the use as a car park so I will tarmac the area and use it for parking. If someone comes forward saying they own the strip at least I have indemnity for continued use as a car park?
They may even sell it me at a reasonable price.0 -
I'm not an expert but my understanding is that if you can demonstrate 20 years of use without stealth, force or permission from that landowner then you can claim a right of way by prescription.
Maybe get evidence of the previous owner using it since 2001 and then you're only a year off applying for a legal right of way.0
