Address on licence is irrelevant, they didnt know who was driving. From those dates, they will definitely have been writing to the old address.

Wrong on several counts. The escalation of costs is an abuse of process and has resulted in several cases being thrown out before a hearing.
Parking companies are also required to check that their contact details are correct and people haven't moved.
This really needs to be on the parking board as there are some requirements unique to parking companies.0 -
