It's easy to do a bank transfer to a savings institution , like a bank or similar.
Don't transfer any money to anybody who cold calls you or offers high guaranteed returns.
Stick to the ones in this list .

"ISA or fixed rate" is like asking "car or petrol".

An ISA is an Individual Savings Account; in its cash incarnation, it can have a variable or fixed interest rate. Just like a normal, non-ISA, savings account can have a variable or fixed interest rate.

The maximum you can put into an ISA in each tax year is £20,000. ISAs are only of interest if they can save you tax, either now or long term, as all an ISA does is giving you tax-free interest. There are other ways to get tax-free interest, in addition to ISAs, too. If you are a BR tax payer, you can earn £1,000 interest per year outside an ISA w/o having to pay tax on it; for HR tax payers it's £500. On current interest rates, you'll be way below £1,000 a year for £30,000, so you probably wouldn't benefit from an ISA, anyway.
