Can a faulty item be returned if Ts&Cs say 'returns' need to be within 14 days

Bought a children's fancy dress outfit online in November for a Christmas present for £17.
Within the day it had literally fallen apart at the seams and it was just a bit of material hanging off one of the legs, with threads coming loose at the crotch and elsewhere.
I complained via email on 3rd Jan and was told the Ts&Cs stated all returns had to be made within 14 days. I explained this wasn't a return but a complaint and the product was not of satisfactory quality but was again told the Ts&Cs said they would not refund or offer another product.
Is this legal? Do I have any grounds to argue the point?

Did you buy from a UK site?0

If you bought from an actual UK seller and the goods are faulty, then the seller is obliged to offer a remedy. (Repair, replace, refund). The seller's T&Cs cannot overrule the law.0

Is the website in the UK, how much was it and how did you pay.0
