Unlike the above, we do NOT need to see the PCN. Spare us, please!
Just read the NEWBIES thread and do what it says for UKPC windscreen PCNs and diarise to appeal on day 26.
Your case is no different from all the other UKPC windscreen PCNs. Thy usually cancel when they see the NEWBIES thread appeal template - and please don't tell us it's not applicable, no-one cares about that, least of all UKPC when they cancel.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's UKPC and it definitely wasn't obstructing it's just like a space with no marking plenty of room for a car
UKPC are well known for issuing tickets on land where they don't have the right to operate:

These are just the examples that Parking Prankster knows about - there are likely to be many others, lincuding tospig's "Popla test" on here and the Davey v UKPC case.
You need to appeal as Keeper on day 24/25, and demand a copy of the contract proving they have the right to operate. Make it clear that if they do not supply that at this stage, you will consider legal action against them because without a right to operate, they've actually commited the criminal offence of interfering with a motor vehicle.

There are still terms and conditions even when parking is free.
The Keeper should send the appeal template in blue they will find in post 1 of the NEWBIES then read up on what to do if/when it is rejected.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
Yep, but not till day 26, and the reason for the delay is in the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
