Overflowing toilet!

Happy new year all!
Currently trying to resolve a leaky toilet cistern means water keep trickling down the pan
Taking the lid off, I can see that the water is going through the overflow pipe.
I just can’t work out what / how to adjust. Pictures attached. Note that there is a small blue switch under the left hand side top part - goes vertically up and down in 3 different positions.

If so, there are more than 3 positions, and you have to move the top part down.
Also, I am pretty sure you can adjust the overflow pipe to make it a little higher.0 -
Also, the rubber washer can allegedly be at fault
