but if you went to ASDA, and the PDT at the till was down to pay your bill by card after the checkout assistant/cashier has checked the items through , you havent got the cash on you and the chequebook is back at home , you have no means to pay and it may be their fault because visa or access is down (it has happened)

Many supermarkets will place the trolley in a safe place and you come back and pay and collect.

the lack of parity between council run car parks and parking on private land makes it difficult for the motorist.
If you want to have your car park managed this should come at a cost, parking companies offering their services for 'free' on the provision that they can keep any parking charge notice monies gathered only encourages the type of behaviour from PPCs that is all to familiar on here.
Like wise, ANPR systems that time in and out, and in turn generate double dips, used by the likes of parking eye and ones where you have to validate your stay by entering something on a hidden tucked away tablet should be bannedFrom the Plain Language Commission:

It's particularly difficult if you live in an area where there are more council car parks. Many people get caught when they are on holiday or in another town.
A friend of mine received a parking ticket in a council car park as a result of a fluttering ticket. Upon production of the ticket the council immediately cancelled the ticket. If that was a PPC they would have chased her through the courts.
