The determination of council tax liability (the person named on the bill) has a specific procedure that determines who is named. In basic terms - they start at the top of a list and work down, the person(s) who come first on the list get the bill.
In the list an owner comes before a tenant and a tenant comes before other residents. Unless you were also a joint owner or a joint tenant with your mother then you do not fall jointly liable (assuming you don't fall in to one of a few very rare cases).I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals.
