Lost luggage since Xmas day - insurance/airline query - any tips appreciated!

Came on a family holiday to Cancun from Manchester (via Paris CDG) on Christmas Day.
Everyones bar mine’s luggage arrived at Cancun airport. Air France total booking albeit Flybe flew us Manchester to Paris.
Luggage hasn’t arrived yet and holiday over tomorrow.
I have travel insurance with Virgin.
Wondering what’s the best way to claim for my inevitable lost luggage?
I understand it’s declared lost after 21 days but I can claim for replacement items while on holiday? Is that right?
I’ve bought a few items and kept receipts but wondering if how I should claim?
Do I claim back from the airline and insurance or just the airline first?
Any tips appreciated.

initial claim for the reimbursement of items purchased would be from the airline. I assume your PIR is an Air France reference so claim would be from them
Given that there is another couple of weeks before the bag will been deemed lost, I would not say that it is inevitable that it will not be returned. Ensure that your PIR details are updated with your home address and the description is accurate, you may be asked for some contents details also (assume the airline tag may have fallen off so they will be tracing on description)0
