Any charges for buying from German seller on ebay?

Hi,
I was hoping you guys could help me. I've done a quick google first but am finding conflicting or old information.
I am looking for some DVD storage but only really have limited space, so am looking for the best value tall, slim tower. I've found one I like the look of however the item location is Germany. It says postage is free, and as I understand it, there are no charges of any kind for items bought from an EU location, but that is mainly what I want to check on in case I am misunderstanding. I know if it was an item from the US, there would be charges for anything over a total of £15 for item and delivery, but I'm less sure when it comes to fellow EU purchases.

There would currently be no further charges assuming that is being drop shipped from Germany. Looking at the negative feedback there is a theme of the seller being unhelpful in resolving problems and/or not replying to emails. There are 15 negs in around a thousand sales in the last month.0 -

No further fees other than factoring in whatever exchange rate Paypal offer...feedback as has been said is about non existent communications/help after sale. Couple of neutrals for not as described. As long as you are happy knowing that if you get an issue you will probably have to resort to a case.0

What would you mean by drop-shipped? I would assume it just gets shipped directly from Frankfurt as the stipulated item location. I always check feedback though a lot of it is in different languages, though as Martin says below, a possible recurring theme is a lack of assistance in terms of customer service. How would I see what exchange rate PayPal offers? Would it tell me before I hit to confirm purchase?
One other thing I have noticed is that the actual business seller address is somewhere in Asia. That always feels like a red flag to me.

You can view the current exchange rate on your Manage Currencies page. Here's how:
Log in to your account.
Click the My Account tab.
Click Profile at the top of the page.
Click Currency Balances under the Financial Information column.
Enter the requested information and click Calculate.One other thing I have noticed is that the actual business seller address is somewhere in Asia. That always feels like a red flag to me.
If you don't mind buying from a seller who is from Asia then it the item location is the only thing you should concern yourself over. A change of mind return will be at your cost (although Paypal do a returns on us scheme which may help) but a SNAD will be covered by eBay.0 -

I thought that would be the case with no extra charges and no exchange rates, but always like to make absolute certain.
I know these items are perfect for what I'm after so no worries on the changing-of-mind front, just obviously if there is any damage how difficult they may be in getting issues resolved.
That said, I think it is worth getting them because they have high feedback and are exactly what I'm after, for a good price - the same ones are on Amazon for £48.

I wouldn't trust the items location. 7 - 14 days, had stuff delivered from China faster than that.Censorship Reigns Supreme in Troll City...0
