Pnc hell any help appreciated

hey guys I am prone to other think things and get analysis paralysis. anyway with the strength these forums provide I have recently had 4 really unfair PCN's cancelled, but still have another.
IPC Member machine in the dark in unlit, unfamiliar, city centre back street. tried to pay for 4 hours by insert bank card at machine, did twice, instruction panel faded in and out wasn't sure if I hap paid fee or not.
No torch unable to see signs, left car. Met friends panicked about parking, returned to car park, paid at machine which I though was possibly even a neighbouring/ different parking company but wanted to avoid ticket.
So I have a SIP ticket for that car park which is valid over and above the time i actually parked. PNC States that the charge (now £100) is for the "period of parking that immediately preceded exit of the vehicle from the location" which is incorrect and any signage displayed was unclear/ illegible due to it being dark.
Is this a basis for an appeal? i have missed the stated 21 day appeal on PCN.

if the appeal window was missed, you should still do so just so you have a record of doing so, keep copies and screenshots etc
so appeal once, regardless, then ignore everything except an LBC or an MCOL from the CCBC in Northampton

thank you for your reply Redz. I perhaps didn't make myself clear. I contested 4 PNC received at Hospital Car Park by appealing directly to Hospital.
The remaining PNC, I have a ticket that expires after the ANPR picked me up leaving the car park, but due to no lighting and faulty machine ( as described above) the payment doesn't start until 2 and a half hours after Car Park was entered.
Do you think I have grounds for successful appeal? I am a Newbie to this forum and the Car Park fight. As stated above I have already missed appeal date and only have small window left to pay the fine.0 -
Sip do occasional court claims occasionally, do wait and see what happens nothing else you can or need to do0

As above , no appeal will be successful , they won't cancel but I would try it regardless , keeping a copy of it and the mailing too , then only return if SIP try a court claim
There is no fine , it's an invoice , no private parking company can fine you
And it's PCN , not pnc , PNC is the Police National Computer0 -
Although you may feel otherwise, a parking ticket from a private company is no big deal. Millions are issued each year, and few are upheld in court. Many/most judges now recognise that they are fraudulent.
[FONT=Times New Roman, serif][FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I have appealed online, and will email my MP. I will sit tight and see what happens.
