    This statement is incorrect. They do have other installed heating they just choose not to use it.

    I trust you will not consider it an impertinence, but I am venturing to make a request for central heating to be fitted to my home.

    We have rented our house privately for 27 years and it's heated only by 2 open fires.

    As I am disabled and have Osteoarthritis which is made worse by being cold, I have been told that we should have central heating fitted.

    May I beg your indulgence in arranging this for us us without further delay.

    I trust you may find yourself to be able to give favourable consideration to my request and, if so, I should be grateful if you can confirm the arrangements by return.

I am aware that you rent privately from me - I've been accepting payment from you on a regular basis and I thank you sincerely for the promptness of your payments which are just as one would expect. You are correct to remind me that I am not a local authority or social landlord.

    I must remind you, however, that the two open fires are not in fact your only source of heating as you claim. You also have two storage heaters, as well as an electric fire in the bathroom.

    May I express my deepest condolances for your health issues. I truly sympathise. I would respectfully suggest that you make use of the heating appliances supplied, which are adequate to heat the property. This will make you life more comfortable.

    If cost is an issue, doubtless the national welfare system will be able to help.

    Do, please, not hesitate to get in touch if any of the apliances are faulty, and I will forthwith arrange for a suitable repair to be undertaken.

    Perhaps the insulation could be improved?

    Yes, very probably - keep the heat in, rather than just chuck more of it at the leakiness.

    OP - has anything been done in that direction in the 27 years? What are your windows, how much loft insulation? Draft-proofing?

    Realistically the landlord won't be making improvements beyond the bare minimum if the tenant has a protected tenancy so either you pay for the improvement or move to a better property and likely pay higher rent.

    So what is the EPC rating of the property ?
    Have you got a copy of the EPC ?
    Your Landlord has to provide one which is less than 10 years old with a fine of at least £750 if they fail to provide one.
    If by any chance it's F or G rated the tenant can request by law that the Landlord improves the energy efficiency of the house by spending at least £3,500 (This became law April 2019)
    New double glazing, loft and wall insulation, double glazed front and rear doors.
    Time the landlord spent some money on looking after the tenants who have been paying rent for 27 years.
    Check and see if you have an Protected Tenancy as your landlord can't evict you or Increase the rent by a substantial amount. Fair rent
    How old is the kitchen/bathroom ?
