CCP Coventry Hospital - Advice

All,
New to this forum and am really struggling fro some advice.
My 80 year old parents received a PCN for not purchasing a parking ticket at Coventry hospital.
They were there for 44 minutes as my father had been told he needed to come tot he ward to collect my mother following surgery.
They genuinely believe that they paid by debit card at the machine using contactless. They even went to the security office after the first scan of their card to check that they were doing it right.
The security staff told them that they needed to hold the card in place fro up to 10 seconds and that the machines were unreliable.
They subsequently went back to the same machine and did what they were advised. They believe the machine accepted the payment and they left.
They have received the usual demand for 100 pounds, or a reduced amount of 60 pounds if paid within 14 days.
My father appealed on the basis that they believe the machine was at fault. He asked for details of the service and maintenance schedules for the machines. My father enclosed a cheque for £2.80 which was the fee that he believed he paid for the time he was in the car park.
My father received a response saying that the appeal was unsuccessful and details of POPLA. CCP provided no details of the machine service schedule.
CCP cashed the £2.80 cheque but stated that their were outstanding monies owed and that my father should pay ' the monies owed at your earliest opportunity'.
In POPLA's documents it states that my father has 28 days to appeal to them. If he does not do so or his appeal is rejected - then |POPL\a's advice is that my father is not able to pay the discounted rate (I assume £60.00).
My father is not sleeping and my mother feels so aggrieved because they genuinely made every effort to pay. However, my father has come to the conclusion that it is his fault and he just doesn't want the worry - so last night I looked at the CCP payments page to find that they are demanding £97.20 (£100 less the £2.80 cheque they cashed) ....and my father hasn't even appealed to POPLA yet!!!
So I am in a dilemma - my father really does not need the stress at his age but I am aghast at the monies demanded which seem to fly in the face of the clear advice from POPLA(in that a rejection of my appeal to them would result in the higher charge being demanded).
Also if my father were inclined to pay the charge notice, it would seem right to me that it should still be at £60.00 and should not have been increased to the maximum amount following the appeal rejection from CCP?
If you try to ring any of the telephone numbers for CCP - they all relate to taking your money and there appears no way to actually get clarity on what is owed and why the amount, immediately following their appeals process ahs jumped tot he full amount, notwithstanding that htere remains an avenue to appeal to POPLA (and the increase is inconsistent withthe advice from POPLA)?

You should put a complaint in to the Hospital PALs team.
by CCP, what does this stand for??

A strong complaint to PALS and the trust should be done asap , before any popla appeal
A complaint should be made by him to his local MP too
MP,s are aware of these issues , tell the MP to speak to Matt Hancock, the Mhclg and Sir Greg Knight about it
He should not miss the 28 day appeal deadline for Popla , but PALS is the first point of contact and should have been done when the PCN arrived
No idea who CCP is , definitely not Russia as they had an extra C

Thanks for replies - yes it was a typo on my behalf - Car Parking Partnership (CPP) which is a trading name for parking eye. I have written on behalf of my father to my MP. What I am still unsure of though is whether CPP have breached process in automatically increasing the charge to £100 when the appeals process had not been exhausted (ths advice from POPLA seems to suggest that the amount should only rise to this following a choice not to appeal to POPLA within 28days following the rejection of the appeal from CPP, or an unsuccessful appeal to POPLA. Or am I missing something?0

check the BPA CoP , if in any doubt ask the BPA
bear in mind that the charge was always , repeat , ALWAYS £100, it will say so on the signage and on the pcn too
the discounted rate is for early payment, as per the BPA CoP
it was never £600 -
Never ever, ever ring a parking scammer.
Complain to PALS and the head of the hospital management.
Construct a PoPLA appeal using all the template points available to you from poist 3 of the NEWBIES.
These should include at least,
Not the landowner
No standing (no valid contract) to issue charges in their own name
Inadequate signage
Any BPA CoP failures
Anything else relevant.
Post your draft here for checking before you submit it.

Absolutely appalling.
Yep, do everything advised above. Don't see the complaint route as a lesser option - so many seem to take this view - it is a valid weapon in your parents' arsenal. Chances of success with a complaint to PALS and the hospital management very much depend on the assertiveness and thoroughness of the complaint + persistence if needs be.
Lets face it, two 80 year old people are in the process of being robbed. I wouldn't put it quite like that in a complaint, but essentially that is the situation and their current distress reflects that reality. It is possible to convey total outrage without sounding abusive, please do that if you are going to help with constructing a complaint / insistence on cancellation.
And please keep us updated even if a complaint works and you don't need to pursue other routes further. There are plenty of others here who need to know that hospitals can be persuaded to act in the interests of patients in similar circumstances.0 -
[FONT=Times New Roman, serif][FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so do complain to yur parents' MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
