Untaxed car badly parked

A car appeared in our road a few weeks ago. Nobody seems to know who owns it. Parking is very tight and this car has been parked in a way that it is taking up two spaces.
I have checked online and the tax expired back in July.
Should I report it, and if so to who?

    The police. Tell them you think it has been abandoned.
    Eat vegetables and fear no creditors, rather than eat duck and hide.

    If it's on private land, such as a privately owned and maintained housing estate, then it's a very different kettle of fish.

    Report to your local authority as an abandoned vehicle.

    You can also check if its MOTed, if no recent MOT then it may be abandoned.

    Really weird, it has an MOT on it well into 2020, and it is parked on a public road.

    Not that weird if its an old banger. Example: previous owner put on a new MOT to sell. Sold car for peanuts in July so tax expired automatically. New owner neither taxes nor insures the car and uses it until his luck runs out.

    That is what I suspected, but the car hasn't moved for weeks.

    I reported an untaxed vehicle with no MOT on the public road to the local council and it was moved quite quickly to an off road position.
