what was that all about? Got stuck in 10 miles of it (and flashed). Both sides

    The m'way control room would have seen via cctv or had a credible report of a vehicle travelling on the wrong carriageway.

    In those circumstances, lowering the speed of traffic through the variable limit is a wise precaution - but is obviously going to back traffic up quickly.
